Hi Jeevan,
I have read the mirroring instructions page and would like to know if you are accepting any more official mirrors located in the US. We have a server on a 10Mbit dedicated line (multi-homed) that we would like to donate to the PHP project by mirroring the php.net site. The servers are located in Texas, USA. Let me know if I should go ahead and set up the mirror.
No, we are not accepting more mirrors, as far as I have seen, the system admins are quite sure that the current mirror setup will be working well even when PHP 5 comes out. Thanks for your interest anyway, Gabor Hojtsy - one webmaster at php.net
