I was surprised to hear that a machine outside Israel is giving a better
bandwidth than a machine inside Israel, connected one hop from the
Israeli Internet eXchange (IIX), so I tried your download:
$ wget http://www.host1.co.il/mirrors/distributions/php-4.3.9-Win32.zip
--07:17:33--
http://www.host1.co.il/mirrors/distributions/php-4.3.9-Win32.zip
=> `php-4.3.9-Win32.zip'
07:18:47 (95.56 KB/s) - `php-4.3.9-Win32.zip' saved [7120037/7120037]
And then the same file from my mirror:
--07:21:30-- http://il.php.net/distributions/php-4.3.9-Win32.zip
=> `php-4.3.9-Win32.zip'
07:22:07 (193.12 KB/s) - `php-4.3.9-Win32.zip' saved [7120037/7120037]
My DSL line capacity is ~195KB/s.
Now I did this test when the international communications lines are
pretty "clear", at 7:20am. I would guess that at 10pm, when the
"international" internet is really busy, I'll get even lower download
speed from your host.
And some more:
--- il.php.net ping statistics ---
4 packets transmitted, 4 received, 0% packet loss, time 3002ms
rtt min/avg/max/mdev = 18.022/18.658/19.375/0.541 ms
--- host1.co.il ping statistics ---
4 packets transmitted, 4 received, 0% packet loss, time 3002ms
rtt min/avg/max/mdev = 186.595/187.394/188.102/0.753 ms
???

Never forget that:
1. "Sure UNIX is user-friendly! It's just picky about who its friends
are!"
2. "The day that Microsoft make a product that doesn't suck,
is the day they start making vacuum cleaners.."
3. "Windows is a 32bit port for a 16bit GUI for an 8bit OS made for a
4bit CPU by a 2bit company that can't stand 1bit of competition!"
