Bug description: Error on opening downloaded multi html docs

I downloaded the php_manual_en.tar.gz doc file (many html version) from
various mirrors. The file appears corrupt and I am unable to open it with
various zip file programs including winzip 8 and winrar.
The file is full size after downloading but gives an error on opening and
the contents are unavailable.
