bug report already describes this very problem. Even if you feel
that your issue is somewhat different, the resolution is likely
to be the same.

At last time (one or two weeks) I have not properly read PHP manuals
from http://ru.php.net/manual/ru/index.php (for
example) in Russian in
any encoding.
