bug report already describes this very problem. Even if you feel
that your issue is somewhat different, the resolution is likely
to be the same.

All languages configured to use utf-8, but not all languages built with
that character encoding last time. That languages (including sk) needs
to be rebuilded, but this is a slow operation. So please be patient.

The php.net webserver sends a Content-Type of text/html;charset=utf-8
for http://www.php.net/manual/sk/ That page clearly is
not in utf-8
encoding but rather ISO-8859-2
