Dear Celso Martinho,
The php.net mirror operated by you (pt2.php.net) is not enabled since 2004 august (which is quite a long time now). You got weekly reminders of the fact, with reasoning on why it is down. You are not complying to the current requirements of having at least PHP 4.3.x on the machine. Please upgrade your PHP version, or indicate if you are not interested anymore in hosting this mirror (there is an application for a new pt2.php.net mirror).
Regards,
Gabor Hojtsy
