Well, I felt like I needed to write
First of all, you have colocation services in datamarkets. This ISP has no
connection to the NAP (Argentinian National Access Point), so you better
consider another ISP which could give you more conectivity. To who may be
interested, today's argentinian internet has divided its connectivity in 2
main networks, G4 and CABASE (nap). We have a bandwith shaper which allows
users to only download at 512 kbps from the same source, so you won't be
able to do a test in any way about our bandwidth available, never. And in
the other hand, since we have this kinf of control, we can make sure php
mirror availability for most users. Better yet, every ISP should do this
limitations/controls, otherwise while you were testing xmundo you did make
their php mirror downloads unavailable for other users. That's if you really
were able to download at 2 Mbps and if XMundo has only 2 Mbps of available
bandwidth.
Apart from that, we do have 3 physical connections from 3 different
providers, and 2 physical connections assigned to the php mirror, and both
directions routing (g4 and cabase), you only have one. You can test this at:
http://cabase.comsat.net.ar/ and in case you didn't
know that, try a better

So now, if you can bit our network infrastructure (which could be difficult
with a datamarkets/prima colocated service), and since we do this mirror
only to help argentinian mirrors get the most fast access to php data (which
I think is the idea), I will be yielding our position in the mirrors php
site.
And to take advantage of this opportunity, I would like to thanks to the php
comunity for this *big thing* made (php) which let us improve our services
and expand them.
