I'm creating an ebuild (Gentoo Linux) with the "php_manual_<lang>.tar.gz" files (but having versions for the other files -single HTML file and CHM versions- would probably be useful too). Something like "php_manual_<lang>_YYYYMMDD.tar.gz" would do fine... If space is a problem, a new versioned archive every month will do perfectly... (while the non-versioned version would always be the lastest possible, as it is now). If possible, they should be kept for a few semesters, like one or two years...
