Nl3.php.net is on an older server right now, which will be replaced in a few
weeks. It got a little busy after the other Dutch mirror went away... When
anyone feels that nl3.php.net performs badly, please contact me.

Same here. We have been operating a PHP mirror for our customers for
some time now at http://php.proserve.nl/.
It's a dedicated machine connected with a gigabit uplink to our 10GE
network (AS21155) in The Netherlands.
