The wrapping problem is with the user comments below the manual entry.

Example of a problem page:
http://www.php.net/manual/en/function.mktime.php
When I go to this page with IE 5.5 on win98 (at 1280 * 1024), the page
is almost twice as wide as it should be. It looks like something in
one of the user comments is pushing a table way wider than it should
be. The function description and information end up going off the
right side off the page into nowhere land.
