As I can remember, the policy changed last time, when I tried
to open the first Hungarian mirror, hu.php.net. That time, the
rule was "We cannot accept *any* new mirrors, till we review
our policy". This was the policy for one or two year as far as
I can remember. So hu.php.net was the first to break this, and
then the two active mirrors in one country rule started to
exist. All the changes can be traced in the CVS commits...
I was not part of the group, where this rule was set, as I
sometimes write in reply to mirror request mails, that I am
an executor of this rule, not a person, who can decide. I guess
it was made to prevent rsync.php.net overload. Though any number
of unofficial mirrors are allowed, so this is not the solution
for that...
I replyed to the previous mails conforming to our current
policy...
