Should you be trying to read from a forced UTF8 stream, but despite all your attempts you keep
finding broken codes (e.g.
<td style="width:180px"><img src
5a8
="/pan/img/inv.gif">
throughout the code, curl the file to a local copy, and then open it from there. Some webservers
ignore your request to have the feed in non-UTF8 format and this is the way I had to get around it
when UTF8_decode() did nothing.
