I checked that the problem on utf-8 encoded pages is the use of HTTP/1.1 method. Try to use HTTP/1.0
method.
This gives problem :

//..
$header = "GET / HTTP/1.1\n";
//..
?>
This is problem free :
<?php
//..
$header = "GET / HTTP/1.0\n";
//..
?>
