note 61210 rejected from install.windows by nlopess

In cgi, i'm told to change a parameter in the phi.ini file, but in don't manage to locate the good php.ini file. The adresse when in do info_php in just a directory, and even if i put a php.ini in this one, i have no result better. And when i try to use the isapi.dll, i'm told he can't load the extension php_mysql file. In fact, wherever the location of the dll, he doesn't manage to find its. How can i tell php where to find the php.ini file. I beg you pardon for any mistake in my texte, but i'm french. Please, help me because i would like reallu manage to install MANUALLY, as it's recommanded, php on my computer. For that, is it recommended to use apach in place of windows IIS ?
