note 64030 added to function.ini-set

this seems to be an apache related problem, but I contribute a solution here because it's related to ini_set and I really searched hard to find a solution: ini_set('url_rewriter.tags', ''); if you ever get the error Warning: ini_set(): Unable to access in /home/etc....
