Unless someone teaches coming PHP-Parser generations to keep their hands off XML-Declarations, the
most simple way to output those seems to be:
<?= '<' . '?xml version="1.0" encoding="iso-8859-1"
standalone="yes" ?' . '>' ?>
putting
short_open_tag = false
doesn't solve the problem, because this would prevent you from filling any attribute values in
your XML document, e.g.
<foo xmlns="http://gartenzwerg.invalid/2007/quux">
<bar xml:pawnfrog="baz" quuux="<?= $_POST['PHP_SELF']?>"
/>
</foo>
