note 79813 added to install.windows

First, many thanks to all those providing additional notes to the installation instructions. Instrumental for me as I cluelessly found my way through installation. My PHP install is successful as I can now enter in http://localhost/index.php and have the php info neatly displayed in my browser. I now receive 404 errors when I enter a URL, as above, for php files in a different subdirectory under wwwroot. Any help, insight, or suggestions, whatsoever, at this point would be most appreciated!
