Actually, Tom, it is classified as a bug on our part. At some
point, the maintainers of the mCrypt library, which is not at all
affiliated with the PHP project, must've failed to package the
instructions with the distribution. As such, we will need to remove
that line from our own documentation; for this reason, we do classify
it as a bug. Much in the same way as we would classify it a
documentation bug if we changed a function such as ucwords() to
require two parameters, but the manual still only showed one. A
change in something outside of the manual, where the documentation
fails to keep up, is considered a bug for us.

While I'm genuinely sorry that you'd consider a canned response
such as that insulting and directed solely at yourself, I'd like to
explain that thousands of people receive the same such email each
month. It is plainly-worded and concise so that it can be understood
by members of the community who may not have a perfect, native grasp
of the English language.
As for how to install scripts for your cron jobs, I'm not at all
sure what you mean. The mCrypt library is actually a binary library
that must be compiled into PHP when building the PHP binary itself.
If you have scripts that require the mCrypt library and it's not
available, simply rebuild PHP with the --with-mcrypt[=DIR] option,
where [=DIR] is an optional parameter indicating where the mCrypt
library is installed on your system. If it's a matter of installing
scripts or configuring cron jobs, please note that PHP is a language
in which the scripts are written: we write no scripts for distribution
through the project.
If you're using cPanel on a *NIX system, your best bet will be to
access WHM and rebuild Apache with PHP 5.3, making sure to check the
"Mcrypt" checkbox.
For any and all other questions, I'd highly recommend subscribing
to the PHP General mailing list to ask questions there. You'll find a
lot of very knowledgeable people who will be more than willing to help
you out. You can subscribe right now by sending a blank email to
php-general-subscribe@lists.php.net.
