After noticing that the UTF-8 character bug only manifested itself sometimes, I took a hint from: http://pear.php.net/bugs/bug.php?id=14529 and
was able to fix the issue by using the following at the top of my code:
setlocale(LC_ALL, 'en_US.UTF-8');
I'm guessing that using the UTF-8 version of other locales will work too?
