note 89055 added to function.gettext

If you are using BSD, watch out to set putenv('LANG=...') with setlocale(LC_ALL, '...'), as your own translations will not work. This will produce an error if you use safe_mode=on, and don't allow the $LANG variable to set from the php.ini.
