If you are using BSD, watch out to set putenv('LANG=...') with setlocale(LC_ALL,
'...'), as your own translations will not work. This will produce an error if you use
safe_mode=on, and don't allow the $LANG variable to set from the php.ini.
Maybe it is more like a BSD related problem, i reported a bug for this here:
http://bugs.php.net/bug.php?id=47451
