One important change have been made recently ( http://bugs.php.net/bug.php?id=46732 )
It appears that PHP API is more inconsistant right now because it is not possible to pass result of
localtime to mktime function !!
Until the change it was possible to do this pass values like 109 for year 2009. Some old code can
stop working because of this. ( I completely agree that it is documented so using mktime in this way
is an error, but it is much more logical to keep it in an old form )
