Why do you need to go through all this trouble if you still using iconv() inside your function?
If you have iconv() on your server, then iconv_mime_decode() is the best solution for decoding mime
headers.
Just remember to set internal encoding before using this function, like this:
iconv_set_encoding("internal_encoding", "UTF-8");
This is if you want to convert the string to UTF-8, otherwise it will be converted to your currently
set internal encoding, which is usually the ISO-8859-1
