My Event for win 2008 64bit:
1.
Install XAMPP 1.7.4 from http://www.apachefriends.org/en/xampp-windows.html
2.
Install Win32 OpenSSL v1.0.0d or Win64 OpenSSL v1.0.0d from http://www.slproweb.com/products/Win32OpenSSL.html
(different folder: C:\OpenSSL-Win32 or C:\OpenSSL-Win64)
3.
Install Microsoft Visual C++ 2008 Redistributable Package
from http://www.microsoft.com
4.
Start Xampp
5.
Start ->Control Panel ->System ->Advanced system setting ->Environment Variables
->(scroll down and find "OPENSSL_CONF" double click on it)
(variable value)
Default: "C:\OpenSSL-Win64\bin\openssl.cfg"
My: "C:\OpenSSL-Win64\bin\openssl.cfg;C:\xampp\php"
Click OK and restart PC
Then:
Checking for openSSL...Pass
(use IP.Board 3.1 Requirements Checker)
