note 107583 added to install.windows.iis6

I am just amazed why people accept to spend hours and hours on installing something trivial such as this PHP web extension. As with ten out of 15 OSS experiences, this PHP installation is taking hours. And it is not because of the quality of the software (which I cannot judge because it doesn't work yet), it is not because of principles, it is because the mentality of OSS developers is still that people should know all the ins and outs of the software, in this case starting with an ini file of 1919 (!!!) lines.
