note 110036 added to function.require

failed to open stream: No such file or directory error on Windows Server 2008. (Php 5.1.6) the include_path contain the directory/folder of the file, but the require command doesn't work. After a while, we noticed the folder's permissions was set explicitly. In the other folder that was working, the permissions were set "Inherited permissions". The permissions were the same in both cases.
