note 111701 added to function.imagecopyresampled

About all bicubic functions proposed here, none offer better quality than copyimageresampled. About the one that wm at violet dot bg posted, it works only for downscaling, up-scaling crash because of division by zero. I someone had the time to post one that actually works and provide the quality associated with it, it would be great.
