parse_ini_file seems to have changed it's signature between PHP 4.3.x and PHP 5.0.0 (can't
find any relevant changelog / cvs entries referring to this).
In PHP 4.3.x and below return value was a boolean FALSE if the ini file could not be found. With PHP
5.0.0 the return value is an empty array if the file is not found.
