In order to set a " in ini files, you may follow that trick :
The yourfilename.ini file :
[yoursectionhere]
somevalue = "This "QUOTE"string"QUOTE" has quotes"
The PHP code :

$aInifile = parse_ini_file('yourfilename.ini', 'yoursectionhere');
