note 17068 added to install.apache

Windows XP (Windows NT 5.1 build 2600) Apache/1.3.22 (Win32) PHP/4.0.6 Took me hours of reading, since I got a "[error] Cannot remove module mod_php4.c: not found in module list" in the Apache error log. I tried the official suggestion of "AddModule mod_php4.c" in the 'after-"ClearModuleList"-list' in httpd.conf. This would not work.
