You can use rawurlencode with MS IE 5, but you have to do the following:

$encoded=str_replace("http%3A%2F%2F","http://",rawurlencode($someurl))
echo "<a href=\"$encoded\">";
?>
MS IE "thinks" that it is an relative link because it "sees" no http://
With this code above the urlencoded("http") will be made to the original http...
