I think your % and IE troubles may also be related to Microsloth deciding that HTML programmers are
stupid, and so when they forget the ; in an HTML entity, IE should display it as an HTML entity
anyway.

Both of the above will display as non-ASCII symbols in IE. Only one will display as non-ASCII
symbol in Netscape et al.
In other words, Microsoft's idea of "embraced and extend" the spec here is just to
plain not follow the spec.
This has caused significant hair loss to hackers everywhere... Hmmm, maybe I can sue to make them
pay for some Rogain. © :-)
