The version of my_is_writeable that uses an fopen calle inside of a fclose call should not be used.
It requires the file actually be openened if it exists! A little number crunching using the
FilePerms is going to end up being more effecient in most cases... At any rate PHP 4 fixes all of
this and there is no need for a user defined is_writeable. <br><br> -Jeremy
