note 18080 added to function.mail

I tried the 4th parameter for additional headers, but the mails I received were missing the
"To:" parameter, so I added "To: any@reveiver.net\n" at the beginning of the
forth parameter. Maybe this is due to my configuration (win-php 4.1.1, winRoute4 local mailer, MS
OutlookExpress 5.5).
