note 20419 added to function.filectime

It seems that in PHP 4.1 filectime (and probably other related functions) drops an error if the file specified doesn't exist: Warning: stat failed for /tmp/noexite (errno=2 - No such file or directory) On previous versions (4.0) no report was given.
