note 22128 added to keyword.extends

The note by msopacua@idg.nl is false. It states that the information on parent constructors not being called has been removed from the manual, when in fact it still can be found under the chapter "constructors". This part of the manual seems to suffer a lot from this phenomenon. Note to admin: Either remove the message by msopacua@idg.nl or add this one. A note-review might be a wise thing.
