I had trouble installing the ISAPI modules on IIS 5.1 (XP). This note is for anyone doing the same. I'm not sure what fixed my problem because it started working after I rebooted (starting/stopping IIS did nothing). I was getting a blank (non-error) page with a decimal and hex number and eventually I started getting a "Forbidden" error with the note "Too many users connected to IIS".
