Netscape's cookie spec can be found here: http://www.netscape.com/newsref/std/cookie_spec.html
Here is the syntax they give:
Set-Cookie: NAME=VALUE; expires=DATE; path=PATH; domain=DOMAIN_NAME; secure
You can include this in a header() call and bypass setcookie and its issues.
