note 22426 added to function.mail

I am not sure I am doing it correct, but I am using IIS 5.1 & PHP, it orginally gave me an error "server error", I went into IIS admin and enabled SMTP and it got rid of the error, but it takes a long time to process, I am not sure what to do from that point and that is what I am looking for support on.
