note 23289 added to features.file-upload

Well, it could look so obvious, but I spent some hour asking to myself why the hell the whole thing didn't work: when I sent POST with ENCTYPE="multipart/form-data", I did find the file uploaded into /tmp, but the post data were completely BLANK!!
