note 24431 added to function.fileperms

In response to the above post by php@rij73.com. To get this to work and really have 3 digits displayed i had to change this line $perms=(substr($octalperms,3)); into this $perms=(substr($octalperms,2)); if i wanted to check fileperms. on directorys. If used on dir it displays only 2 digits using the above example. No idea why.
