note 24465 added to ref.mail

Having read through all the notes above this is a new one!!
I am sending mails with URLs in them and these URLs include query strings. When the mail arrives at
the client, the URL has been altered with & being replaced by &. I have checked the URL
being passed to the mail function and it definitely does not have & conversions in it.
I am using the following headers and have tried both text/plain and text/html but at the client the
message source code always includes &. Why is the mail function performing a special chars
conversion and how do I get around it?
