I'm currently using PHP under the command line on Windows XP. I spent two hours trying to
figure this one out. If a file already exists, in order to open it in write mode, you must first
delete it with the unlink function. I don't know whether this is a bug, but I had the same
problem under the browser as well. The only reason I was running it from the command line, was the
fact that my script took 15 minutes to finish its work and IIS won't allow you to go more than
5 minutes, no matter the time you set in the control panel. If anyone knows how to fix this problem
as well as the one above, I'm all ears.
