note 25735 added to function.getlastmod

Note that if you use PHP as a Module to a fairly recent version of Apache, this function does not work. If you use PGP as a stand alone CGI or with an older version of Apache, it does. Details are at http://bugs.php.net/bug.php?id=14837 but there seems to be a political issue over the bug. PHP developers see it as not a PHP bug, and Apache developers see PHP as not part of Apache.
