In other language, got a problem. See that example.

Example:
$a = "Á¢¼ö"
$b = "¢¼";
echo substr_count($a,$b);
-------------------------------------
Result: 1
-------------------------------------
Why? Convert hex code,
$a => c1a2bcf6 = "Á¢¼ö"
$b => a2bc = "¢¼";
..... How can I solve this ploblem?
