note 27376 added to function.session-start

To bakerr and others having the problem with Warning: open(/tmp\sess_ea9706e94baef4fdc44c4cfb7322f1d9, O_RDWR) failed: No such file or directory (2) in h:\project\htdocs\login.php on line 68 This is a problem (somewhere) with php.ini. In the past, I have NOT copied over php.ini-dist after doing a build, instead just editing the values that I need. This is what caused the session problem on my servers. To fix, all I had to do was copy over the php.ini-dist to /usr/local/lib/php.ini, and I was then able to configure and customize everything, with sessions working just fine.
