A clean install of oracle and php works fine but an install on clients system that has multiple
instances of oracle, plenty of other software and PHP can not connect to the DB.

also tried $conn = ora_logon("internal@TESTORA","oracle");
This is on Windows NT 4.0 server with oracle 8.1.5 i
