note 28834 added to function.odbc-fetch-into

There was no good reason for the PHP development team to change @odbc_fetch_into()'s parameter definition list for each minor release 4.05 - 4.2. It shows a lack of consistency from the PHP Architectural team and such engineering practices have serious implications for any production usage of the language.
