note 28848 added to ref.mail

I tried the snippet from "drtebi, dated 02-Apr-2002 10:58" above concerning limiting email form spamming or SPAM gateway exploits. But it always things that $bad_referer = TRUE. What can I set in $referers = array....... in order for it to know that I am testing from local host there $bad_referer should be equal to FALSE? Are their other good scripts out their for this purpose. All suggestions welcomed. See my email in the title.
