note 28986 added to configuration.changes

Umm...I should point out that I'm using Apache2 (2.0.43) with PHP4 (php4-STABLE-200301271630) as a module (on Red Hat 7.3). It's working just fine for me, along with all the above directives. I think it's important to qualify your statements and include the versions (of php, server, and OS) you are using.
